关于成立“中国—东盟自贸区宣传合作联席会议”的意见
　　今年10月24日，国务院总理温家宝在中国—东盟领导人会议上，就中国与东盟下一阶段合作提出的第一点建议是：“要充分发挥中国—东盟自贸区作用，加强自贸区政策法规宣传和培训，帮助企业利用好自贸区优惠条件。”
　　为促进中国—东盟自贸区的有效宣传，经征得有关媒体意见后，中国—东盟商务理事会与中国国际广播电台计划联合发起成立“中国—东盟自由贸易区宣传合作联席会议”（以下简称“联席会议”）。
一、背景
　　2010年1月1日，中国—东盟自由贸易区将建成，中国与东盟90%以上的产品贸易关税将为零。这是我国与国外建的第一个自贸区，拥有19亿消费者，又被称为“世界第三大经济体”。近十年来，自贸区建设，不仅推动了中国与东盟十国的经济合作，而且促进了双方政治、社会、文化等全面合作关系不断发展。
中国—东盟自贸区媒体宣传合作机制在京成立
　　本报讯记者周杰报道12月24日，中国—东盟自由贸易区宣传合作联席会议在京召开。会议决定，由中国—东盟商务理事会与有关媒体共同成立中国—东盟自贸区媒体宣传合作机制，以加强中国—东盟自由贸易区宣传报道方面的媒体间合作。中国著名中国—东盟自由贸易区专家、理事会中方秘书处执行秘书长许宁宁主持了会议。
　　新华社、中新社、中央电视台财经频道、中央电视台英语频道、经济日报、国际商报、中国经济时报社、经济观察报、中国国际广播电台、中国网等媒体的有关负责人出席了会议，并与中国—东盟商务理事会共同成为首批联席会议成员。

　　中国—东盟商务理事会中方秘书处秘书长许宁宁对与会媒体代表做了1个小时的开场介绍，强调了自贸区宣传媒体合作的重要性：
　　1、 中国—东盟商务理事会成立的背景
　　2、 中国—东盟商务理事会配合自贸区宣传工作，建立了一系列的合作机制。
　　主要有东盟研究专家会所、媒体联席会、商务参赞联席会、高等院校培训研究机制和行业商会联席会。
　　3、 中国—东盟自由贸易区形势及建立中国—东盟自由贸易区宣传合作联席会合作机制的背景
　　（1） 2010年1月1日，中国—东盟自由贸易区将建成，中国与东盟90%以上的产品贸易关税将为零。“零关税”将成为热点新闻，媒体相应及时跟踪并进行有效深入的报道。
　　（2） 全国一些省，如广东、四川、山东、湖北等十分重视借助自贸区发展与东盟国家经贸合作，并陆续举办大型会议，讨论研究本省与东盟经贸合作发展计划。各有关省市关注自贸区应引起媒体对自贸区的深入关注。
　　（3） 中国—东盟自贸区将成为世界上最大的自贸区，发展迅速，双方合作领域广，前景好。自贸区发展的同时也存在着新问题、新变化，新情况，需要媒体及时与正确报道。
　　（4） 一方面，我国企业对中国—东盟自贸区缺乏了解，很少关注零关税；另一方面，一些企业存在“一哄而上”的现象，将会扰乱新市场，导致我国产品在东盟市场上相互压价竞争，还有可能导致假货顺机流入东盟市场。这都需要媒体及时引导企业。
