Xu Ningning

Executive President of CABC

[Abstract] In 2020, economic and trade cooperation between China and ASEAN has grown against the previous trend, and ASEAN has become the largest trading partner of China historically. The article has put forward five suggestions of the promotion of economic cooperation. First, ensure the cooperation initiative has been implemented, effectively implement cooperation agreement. Second, build ‘One belt One road’with high quality, enhance and deeply integrate the cooperation foundation. Third, promote industry cooperation, promote regional industry upgrade. Fourth, enhance regional cooperation level, and seize cooperation opportunities that rise from the opening-up of RCEP. Fifth, further implement the leading position of innovation, promote the cooperation on digital economy and sustainable development. China has confidence to realize Vision of China-ASEAN strategic partnership in 2030.

Economic cooperation between China and ASEAN has grown against the previous trend although facing COVID-19 and the severe disruption of global trade in 2020. Historically, ASEAN has become the largest trading partner of each other, which attracts much attention.

At present, the overall trend of economic cooperation between China and ASEAN shows the following characteristics: a comprehensive, active and close cooperation pattern has been formed, and the results have not come easily. Mutual demand of cooperation needs to be enhanced, and opportunities outweigh challenges.Economic cooperation between China and ASEAN countries has its intrinsic nature and relative spillover. The development of cooperation of both sides not only fits the fundamental interests of 11 countries of both sides, which is conducive to the stability and growth of East Asia, and it is important for the domestic contribution to the economic growth worldwide, and construction of a new model of international relations on a global scale.

1. Economic cooperation between China and ASEAN has grown against the previous trend in 2020

For a long time, China and countries in Southeast Asia has interdependent geographical and cooperation relationship. The East Asian financial crisis in 1997 left all the countries in the region with a sense of shared destiny. Today, China and ASEAN countries have developed into friendly neighbors and important economic and trading partners of each other. In the unforgettable year of 2020, the economic cooperation between the two sides has forged ahead in the fight against the pandemic, which has not only set an example for international economic cooperation in the fight against the pandemic, but also played a key role in preventing the global economic downturn to some extent.

1.1. ASEAN has become the largest trading partner of China in 2020

Since 2009, China has been the largest trading partner of ASEAN for 11 consecutive years. Since 2020, ASEAN has become the largest trading partner of China. From January to November in 2020, the top three trading partners of China are ASEAN, European Union and United States of America. The trade between China and ASEAN has reached US $609.58 billion, up by 5.6% year on year, this amount account for 14.6% of China's total foreign trade, up 0.6% from the same period last year. In 2019, ASEAN becomes China's second largest trading partner and before 2019, ASEAN was China's third largest trading partner for nine consecutive years. In the past two years, ASEAN has become China's largest trading partner. In the first three quarters of 2020, China's direct investment in ASEAN has reached US $10.72 billion, up 76.6% year on year. The bucking growth of bilateral trade and investment underlines the huge potential and dynamism of our economic and trade cooperation.

The economic and trade cooperation achievement between China and ASEAN has not come easily. The main reason of the development of economic and trade lies in four aspects: First, mutual needs are the basis for cooperation. The enhancement of cooperation serves the development interests of all countries and regions. Second, guidance of leaders in the world is the key to cooperation. Each party should respect each other, address the big picture, be innovative and pragmatic, and seek agreements while shelving differences. Third, the win-win status is the vitality of cooperation. Countries have benefited from cooperation through active communication and mutual support. Fourth, motivating all parties concerned and utilizing various resources is an important reinforcement for cooperation. In particular, enterprises have played a vital role in the economic cooperation

1.2. Common fight against the pandemic provides guarantee to economic cooperation

During the fight against pandemic, China and ASEAN countries bears strong confidence and determination, actively cooperating together, communicating experiences of fighting against COVID-19, supporting each other by donating anti-pandemic materials, communicating timely to coordination and matchmaking, fulfilling the construction of Community of Shared Future. All of the above lay a solid foundation in economic cooperation.

President of People’s Republic of China, Mr. Xi Jinping made a state visit to Myanmar in January, delivered speeches and put forward 4 suggestions on 17th China-ASEAN expo and China-ASEAN Commerce and Investment Summit. This is the first time that China’s top leaders delivered speeches in the meeting. During the pandemic, Chinese leaders made phone calls or sent congratulatory letter to leaders of 9 of 10 ASEAN countries, communicating about establishment of diplomatic ties to commemorate, anti-pandemic cooperation and deepen bilateral relations.

Chinese Premier Li Keqiang attended the 23rd China-ASEAN Leaders' Meeting, the 4th RCEP Leaders' Meeting and the 3rd Lancang-Mekong Cooperation Leaders' Meeting via video conference. Prime Minister of Laos and Prime Minister and King of Cambodia visited China successively.

China and five ASEAN countries have established "express routes" and "green channels" respectively, which have played an important role in coordinating the prevention and control of the pandemic, resuming work and production, facilitating necessary personnel exchanges, assisting the construction of major projects, and maintaining the stability of the regional supply chain and industrial chain.

1.3.2020 Marks the 10th anniversary of China-ASEAN Free Trade Area’s establishment

Since the establishment of China-ASEAN Free Trade Area ten years ago, there are political and commercial connections between both sides. The upgrade of China-ASEAN Free Trade Area and interconnection benefit each other, bringing the continuous expanding of trade and investment, and the trade volume more than doubled during the ten-year period. The achievement of both economic and trade fully demonstrates the vitality of growth brought about by multilateralism and free trade policies.

The joint construction of "One Belt One Road" in the past eight years has greatly boosted the development of China-ASEAN Free Trade Area. Singapore, Indonesia, Vietnam, Laos, Malaysia, Cambodia, Thailand, the United Arab Emirates, Kazakhstan and Israel are among the top 10 investors of Chinese enterprises' non-financial direct investment in 57 countries along the ‘One Belt One Road’ route from January to November in 2020, with ASEAN countries ranking the top seven.

1.4. China-ASEAN digital economy cooperation becomes more and more active in 2020

2020 is a digital economy cooperation year. The development of digital economy cooperation is not only an important measure for both sides to seize the opportunity of technology revolution and industry revolution of a new round, but also it bears the practical significance in fighting against the pandemic. Digital technology and digital economy has played a positive and irreplaceable role in fighting the pandemic, resuming to work and production and maintaining people’s living standard.

1.5. Both sides promote the signing of RCEP in 2020, an important regional cooperation project

The signing of Regional Comprehensive Economic Partnership (RCEP) Agreement has a great significance in the shifting of world economic pattern and international trade map. China has played a vital role in promoting to reach a consensus in RCEP. The demand of regional development space of member states of RCEP, cooperating to counter the low economic growth and severe economic downturn, and counter the demand of trade protectionism worldwide.

2. Main factors that affect the development of China-ASEAN economic and trade cooperation at present

Main factors that affect the development of China-ASEAN economic and trade cooperation at present include ASEAN aspects, external aspects and China aspects.

2.1.Important concern of ASEAN at present: develop the economy while fighting the pandemic

At present, the pandemic in some countries in ASEAN is still severe, posing huge pressure in fighting the pandemic while maintaining the economic growth. Under the shock of COVID-19, ASEAN has gone to a session of negative economic growth, and the severity of the economic impact is higher than the 1997 East Asian financial crisis. The report released by the Asian Development Bank predicts that the economic growth rate of ASEAN is expected to be -4.4% in 2020, and it is expected to reach 5.2% in 2021. ASEAN is implementing a series of economic stimulus plans in the fight against the pandemic and strengthening cooperation within and between ASEAN and countries outside ASEAN.

In 2021, the world economy will remain in a complex and challenging situation. The recovery will be unstable and uneven, and the risks arising from the pandemic cannot be ignored. At present, the basic elements of ASEAN's economic development still exist. Recently, the World Bank and the International Monetary Fund generally predict that ASEAN economy will have a big rebound growth in 2021.

ASEAN countries, which are neighboring countries to China linked by mountains and rivers, concern about China's ongoing policy of opening-up and "double cycle" economic development, and are striving to get a head start. The large market and the most comprehensive industrial system worldwide in China and being the first country to resume production amid the global pandemic will help support ASEAN countries to export products, improve industrial facilities and supply of raw materials and auxiliary materials. The economic cycle within the region will be earlier than the global economic cycle, and it is believed that the demand for China-ASEAN economic cooperation will continue to deepen and the cooperation will achieve new and greater development. It is expected that ASEAN's trade share in China will continue to rise in 2021, and two-way investment will expand.

2.2. The United States drives a wedge between China and ASEAN in order to restrain China's development

Joe Biden, as an active veteran politician in US for decades, is predicted to repair the relationship between US and ASEAN after taking office. He will pay more attention to ASEAN, formulate and implement favorable policies for ASEAN, provoke the relationship between China and ASEAN using the South China Sea issue and is likely to create trouble for RCEP construction, restrain China’s development strategically. Given his age and rich diplomacy experience, Biden could lead a more decentralized government, giving more power to the foreign affairs officials in charge of diplomacy affairs of ASEAN countries, which would make U.S. foreign policy in ASEAN more relevant to the current situation and enhance U.S. competitiveness in ASEAN. Anti-China political forces in the US will use various means (including interest groups and media) to curb China-ASEAN cooperation.

ASEAN does not want to become a pawn in the strategic competition between competitions among big countries strategically, split itself by taking sides in relations between major powers, witness tensions in regional security, see any new obstacles arise in the ASEAN-led RCEP construction. ASEAN is now more focused on fighting the pandemic and economic growth. The 37th ASEAN Leaders' Meeting Chairman's Statement said that ASEAN leaders once again emphasized the maintenance of peace, security, neutrality and stability in Southeast Asia.

In terms of dealing with external disturbances, China has advantages over other countries in developing cooperation with ASEAN, supporting ASEAN cooperation in fighting the pandemic, and developing economic cooperation with ASEAN.

2.3. The level of China's international cooperation

Developing economic and trade cooperation between China and ASEAN with high quality puts forward new and more pressing requirements to improve the level of international cooperation in China as soon as possible, including improve the coordinating abilities of China's relevant departments, docking ability concerning the demand on both sides, working ability of the local governments in China to participate in regional international cooperation, the quality of Chinese enterprises in international cooperation.

China is on its way from ‘big economic and trade country’ to ‘strong economic and trade country’, whose progress and impact is bound to be paid close attention by ASEAN. As good-neighboring countries of China, ASEAN will also concentrate on China’s direction, path, plans, domestic and foreign policies, and the impact of China's political and economic relations with major ASEAN countries. This attention shows in several aspects, including the words and deeds of Chinese entrepreneurs and tourists in ASEAN. As Xi Jinping pointed out, "Big countries should carry out their responsibilities." "We need to complete our own things perfectly and create more opportunities for the world by promoting China's development."

To sum up the above, the key is to complete China's own work meticulously, raise the level of international cooperation, and further increase the degree of interests convergence and comfort level of cooperation between China and ASEAN and its member states, so as to ensure cooperation are more targeted, effective and sustainable.

3. Take Positive Measures and Develop the Depth, Height, and Breadth of Cooperation

China should take the 30th anniversary of the establishment of the China-ASEAN dialogue relations as an opportunity to work with ASEAN as strategic partners and achieve more in the global fight against the COVID-19 pandemic. At this special stage, China and ASEAN should continue to build the bilateral cooperation as a model of strengthening regional economic cooperation, a model of promoting Belt and RoadInitiative construction, and a model of implementing the Dual Circulation policy on both domestic and international level. China will always hold the most dynamic and connotative relationship with ASEAN and is committed to develop the bilateral economic and trade cooperation to a higher level.

3.1 Develop the Depth, Height, and Breadth of Cooperation

Since cooperation is the key to defeating the pandemic and achieving economic growth, China and ASEAN should actively promote the positive energy of cooperation to overcome difficulties, innovate cooperation ideas, and actively promote regional economic integrationtogether to tide over diffculties. The two sides should learn from the successful experience of cooperation and development in the past 30 years, which proves that mutual care and mutual benefit are the driving force of cooperation and also determine the result  and whether  the cooperation will continue for a long term. Enhancing mutual understanding is an important prerequisite for cooperation, which increases the possibility of expanding cooperation and reducing the constraints of negative factors. Tolerance, openness and making good for each other’s deficiencies represent an important orientation of cooperation, and it is related to how the two sides can join hands to develop together. Pragmatic cooperation and innovation drive are cooperative actions, which are related to how to achieve demand through cooperation and what is the most important thing in the process.

China and ASEAN will develop cooperation based on the theme of ASEAN 2021. As the rotating ASEAN chairmanship in 2021, Brunei has set the theme of ASEAN in 2021 as We Care, We Prepare,  We Prosper to reflect the dedication to ensure the safety of each country and its people, to prepare for future opportunities and challenges, and also to achieve prosperity and development together .

A friend in need is a friend indeed. In the global fight of COVID-19 pandemic, China and ASEAN keep cooperate and develop together. 2021 is the first year of China’s 14th Five-Year Plan. It is a key year for ASEAN to fight the pandemic and achieve economic recovery and growth. It is also the 30th anniversary of the establishment of the China-ASEAN dialogue relations and the year of China-ASEAN’s cooperation in the field of sustainable development. It is an important opportunity to develop the depth, height, and breadth of bilateral economic cooperation. To this end, a series of targeted, supporting, and mutually beneficial cooperation measures should be taken in a timely manner.

3.2 Suggestions for Major Cooperation Initiatives

3.2.1. Implement Initiatives and Proposals Raised by Leaders and Conduct the Cooperation Consensus

China and ASEAN should earnestly implement the four important initiatives that Xi Jinping put forward in the opening speeches of the 17th China-ASEAN Expo(CAEXPO) and China-ASEAN Business and Investment Summit(CABIS). First, enhance strategic mutual trust and futher synergize development plans. Second, enhance economic and trade cooperation to accelerate the recovery of regional economy in an all-round way. Third, promote technological innovation and deepen cooperation in the digital economy. Fourth, enhance cooperation in the fight against the COVID-19 pandemic and strengthen capacity of public health system.

China and ASEAN should implement the four proposals raised by Chinese Premier Li Keqiang in his speech at the 23rd China-ASEAN Leaders’ Meeting. First, work together to defeat  the pandemic and progress public health cooperation. Second, focus on economic and trade cooperation to promote regional economic recovery.Third, build digital economic cooperation and create highlights, fostering new growth points for cooperation.Fourth, promote sustainable development and enhance the ability to resist risks.

Both parties should implement the cooperation consensus reached by China-ASEAN and its member states, including the consensus of the 23rd China-ASEAN (10+1) leaders’ meeting, the Action Plan for the for implementing the Joint Declaration on China-ASEAN Strategic Partnership (2021-2025), Joint Statement between China and ASEAN on Implementing Cooperation between the One Belt One Road Initiative and the ASEAN Interconnection Master Plan 2025, etc. While implementing the cooperation consensus that has been reached, we will continue to expand new consensus and consolidate the community of destiny.

3.1.2. Build High-quality Co-construction of the Belt and Road to Consolidate the Foundation of Cooperation with Deep Integration

To realize the mutual promotion of the internal and external circulations of China's economy, it is very important to do a good job of co-building the "Belt and Road". One of the key points is to do a good job in co-construction with ASEAN. We should uphold the principle of ‘Wide Consultation, Joint Construction and Shared Benefits, while recognizing the fight against the pandemic and the development of the economy as the primary tasks of the two sides to jointly build the Belt and Road Initiative. Implementation, coordination and cooperation must be strengthened while various countries conducting the economic measures in response to the pandemic. The role of the bilateral multilateral and bilateral cooperation mechanisms should be fully brought into play. Cooperation in the fields of finance, transportation, customs, inspection and quarantine is aimed to be implemented. Make good use of the support of China-ASEAN Infrastructure Special Loan, Lancang River-Mekong Cooperation Special Fund, China-ASEAN Cooperation Fund, China-ASEAN Investment Cooperation Fund, etc.

Build a solid foundation for cooperation with deep integration. It is necessary to promote the in-depth integration of the "Belt and Road" construction and various institutional arrangements and development plans of ASEAN on regional integration. The relevant Chinese parties should actively participate in and contribute to the implementation of the economic development plans of the ASEAN member states, the ASEAN Economic Community Development Blueprint 2025,  the Initiative for ASEAN Integration Work Plan IV (2021-2025)and in the meantime create conditions for the development of the Dual Circulation economy. After the two sides achieve macro-level cooperation, the meso-level and micro-level cooperation should also be achieved to lay a solid foundation for further cooperation.

Refine cooperation in the field of ‘Concerns + Complementarity. The economic and trade cooperation between China and ASEAN has been fully launched. There are many areas of cooperation and many things need to be done. The key area of cooperation (industry and projects) should be ‘Concern + Complementarity, which means areas where both parties have high levels of concern and cooperation is highly complementary and It is easy to carry out cooperation,  achieve results and promote cooperation from point to point in these fileds. China should build model projects or flagship projects in ASEAN countries to showcase China's image and promote cooperation from point to point. We should pay attentionand prevent related risks.

Promote the construction of China-ASEAN Free Trade Area to improve quality, upgrade and increase efficiency. It is necessary to further implement the China-ASEAN Free Trade Agreement and upgrade the Protocol, improve the level of regional trade and investment liberalization and facilitation, and also build favorable conditions for the construction of RCEP. Efforts should be made to improve the ability of talent guarantee, and actively cultivate international talents in economics, law, management and other fields. The China-ASEAN Expo and the China-ASEAN Business and Investment Summit should be further organized so that they can better reflect the concerns of the two parties’ cooperation, the co-construction of platforms and the pragmatism of results.

3.1.3. Effectively Strengthen Industrial Cooperation and Promote Regional Industrial Upgrading

We should fully realize that industry is the foundation of economic growth. The pandemic has brought a major impact on the economies of all countries, and it has also brought opportunities for regional economic industrial restructuring and innovative development. In the China-ASEAN economic cooperation, industrial cooperation is extremely important. It is beneficial to build a new industrial chain with complementary advantages of countries in the region, and enhance the productivity, anti-risk ability and international competitiveness of the region. It can bring interconnection and infrastructure construction between the two sides. The deepening of bank cooperation and other cooperation have fostered new cooperation ways.

Promote industrial cooperation in a targeted manner. The severity of the pandemic in the ten ASEAN countries is different, and the impact of the pandemic on different industries is different. China-ASEAN should strengthen the communication and implementation of the industrial policies conducted by various countries to prevent and control the pandemic, and jointly promote cooperation in industries that have been hit hard by the pandemic to overcome difficulties. Promote the accelerated development of industrial cooperation that is relatively less impacted by the pandemic, and jointly promote the expansion and development of industrial cooperation that is demanded because of the pandemic. China can assist some ASEAN member states in the preparation and implementation of industrial plans.

Vigorously develop cooperation in the service sector. The growth of economic and social development, trade in goods, and investment cooperation between the two sides has brought a lot of development opportunities to enterprises and professional institutions engaged in service business. Both sides should improve financial services, sales services, exhibition services, transportation services, health and social services, and tourism services, advertising services, lawyer and accountant services, research and development services, construction and related engineering services, education services, etc. The development of service trade cooperation is recognized as a new engine for regional economic growth, as an important part of the development of trade in goods and investment support as well as an important measure for cooperation against the pandemic.

As a new force, enterprises can play an important role in the economic cooperation between the two sides. In the new normal where the prevention and control of the pandemic and the restoration of the economy proceed simultaneously, the companies of both sides can adjust their business strategies and implement cooperation accordingly. At present, if Chinese companies choose industries to invest in ASEAN countries, they can consider many fields including related industries encouraged by ASEAN countries, industries consistent with the economic and trade cooperation plan formulated by China-ASEAN countries, service industries related to increased demand for trade and investment, and resources related to development Industries related to complementing its industrial chain, industries related to the development of the digital economy, industries related to satisfying its daily consumption as well as industries that can set up factories in ASEAN countries and sell products to the broader international market.

We should be fully aware that industrial cooperation is directly related to the results of RCEP's open cooperation. RCEP countries negotiate and sign agreementsmainly about institutional arrangements and establishing new production relations. To achieve the goal of liberating productivity and promoting economic growth, one of the important part is industrial cooperation. Through industrial implementation and cooperation, trade creation and expansion of trade scale are promoted. Besides, promote two-way investment, industrial restructuring and industrial upgrading, and economic growth through industrial upgrading. The current RCEP construction cannot wait for countries to complete their domestic approval procedures. One of the key points for countries in fulfilling their domestic approval procedures is that some countries’ industries are worried about being impacted after opening their markets. The industry’s implementation and cooperation between relevant countries can reduce the potential impact of their industries on the open market. Worries, so as to help countries complete the implementation of domestic approval procedures as soon as possible.

3.1.4. Improve the Level of Regional Cooperation and Seize the Opportunities of RCEP Open Cooperation

We should be fully aware that regional cooperation is an important solution for current difficulties and long-term development. This severe pandemic has made people more aware of the importance of regional cooperation, which has enhanced the position of regional cooperation in the foreign relations of countries. Efforts should be made to improve the level of regional cooperation and actively develop the potential of regional cooperation to a in-depth level to deal with the severe challenges that brought by the complex and volatile international situation.

ASEAN is the priority and feasible direction for the external circulation of China's Dual Circulation economy. At present, China is vigorously implementing the Dual Circulationeconomic development. Neighboring ASEAN countries are the priority direction and key areas of external circulation. Stability on the six fronts and security in the six areas should be combined with the expansion of opening up and the development of ASEAN trade and investment cooperation. Combining efforts to improve the degree of comprehensive international and regional cooperation among local parties. The opening and development of China's Hainan Free Trade Port, China's Guangdong-Hong Kong-Macao Greater Bay Area, new international land-sea trade channels, China's Guangxi Free Trade Pilot Zone, China's Yunnan Free Trade Pilot Zone and so on should be more targeted in economic and trade cooperation with ASEAN. The Hong Kong-ASEAN Free Trade Agreement and Investment Agreement will come into force in mid-February 2021. Hong Kong companies and service providers should take advantage of the preferential measures promised under the beneficiary agreement to expand their development in ASEAN.

RCEP member states should work together to advance the   relevant agreements’ early entry into force so that the results of the RCEP negotiations can truly be transformed into promoting economic growth in the region. All relevant parties in China should implement the work on the effective implementation of RCEP as deployed at the executive meeting of the State Council on December 1, 2020. The economic foundation for the construction of RCEP should be laid. The chambers of commerce and industry associations of both sides should prepare for the implementation of RCEP opening as soon as possible. The business community should work together to promote the early entry into force of RCEP. In response to the severe pandemic in some ASEAN countries that restricts the opening of the market, the Chinese business community should actively support some ASEAN countries with severe pandemics to fight the COVID-19 pandemic.

Relevant parties in China should make preparations in advance. Drawing on the successful experience of China before joining the WTO in the early years, RCEP research should be strengthened, countermeasures should be formulated, and training should be vigorously carried out. Strengthen RCEP research on the current major concerns of RCEP member states, the direction of cooperation among RCEP member states and the measures taken, the multilateral and bilateral relations within the RCEP region, the possible changes before and after the implementation of RCEP.The political and economic relations between RCEP member states and outside the region the relationship and possible new changes before and after the implementation of RCEP should be strengthened in RCEP international cooperation research and government-industry-university cooperation research should be strengthened as well. Strengthening RCEP research is conducive to China's implementation of open development policies and actions, formulating targeted response plans, and promoting RCEP construction to achieve the expected goals.

3.1.5. Continue ImplementingInnovation Leadership and Promote Cooperation in Digital Economy and Sustainable Development

The China-ASEAN Initiative on Establishing a Digital Economy Partnership should be actively implemented. We should fully support and encourage the enthusiasm and creativity of the enterprises of both sides in the development of digital economy cooperation, and work together to support enterprises, especially small and medium enterprises, to use digital technology to promote cooperation of cross-border e-commerce and smart city construction. Chinese state-owned enterprises should actively participate in and help the two sides' digital economic cooperation. Both two sides jointly build the Digital Silk Road and its outward extension. Digital pandemic prevention and anti-pandemic cooperation should be shared.

Carry out in-depth cooperation for sustainable development. Ten years ago, the two sides issued the Joint Statement of the Leaders of China and ASEAN on Sustainable Development. In 2021, considering the current situation and development trends, it is necessary to issue a new Joint Statement to point out the direction and planning actions for the coming in-depth cooperation on sustainable development. In 2021, the two sides will carry out a series of activities focusing on sustainable development cooperation to advance the fight against pandemics, strengthen ecological and environmental protection, disaster prevention and mitigation, climate change, poverty reduction, improvement of labor skills, infrastructure construction, agricultural development, media and other fields. A series of cooperation mentioned above will make the relationship between the two sides more mature and strong in the first year.

It is worth mentioning that the sustainable development cooperation between the two sides especially requires people-to-people connections to deepen mutual understanding and understanding between people of two sides. In the era of new media, traditional media should be encouraged to make full use of new media platforms to spread the voice of China in a way that locals love to hear.Big data should be used to analyze audiences’ emotional tendencies, evaluate the effects of communication and enhance the pertinence and effectiveness of China’s international communication. At present, a continuously improving social environment urgently needs to be built for the development of political and economic cooperation between the two sides.

Closing Remarks

In 2020, both sides cooperate together to fight against the pandemic, moving forward with mutual understanding and collaboration, and becoming the largest trading partner of both sides. Both sides make great contribution to the signing of RCEP, an major regional cooperation document, laying a solid foundation of further comprehensive cooperation.

Anything which understands the nature and methods will be closer to success.  Although the situation of global pandemic is still severe, the growth of global economic has many restrictions, China is confident to encounter challenges and get out of the crisis with cooperation, and realize  China-ASEAN Strategic Partnership Vision 2030 together.
