Xu Ningning: One Belt and One Road Facilitates ASEAN Community and RCEP

CHENGMAI January 24 (China News Service) Xu Ningning, Executive President of ChinaASEAN Business Association pointed out at the Forum on One Belt, One Road that the initiative of building Silk Road Economic Belt and 21st Century Maritime Silk Road is of positive significance to the establishment of ASEAN Community and negotiation on RCEP. In the building of One Belt, One Road, all parties concerned shall handle the seven relations and balance the development needs of countries within and outside the region. 

Mr. Xu said that China and ASEAN are good neighbors and important cooperation partners. ASEAN countries leaders appreciated the initiative of building 21st Century Maritime Silk Road put forward by China. In 2014, China-ASEAN trade increased by 8.3%, higher than the average growth rate of China’s foreign trade. The increasingly closer trade and economic ties have provided sound condition for the building of 21st Century Maritime Silk Road. 

Mr. Xu also stated that ASEAN will face great challenges in 2015. Over 10% target set for ASEAN Community, which is to be established at the end of 2015 has not been completed. The negotiations on RCEP led by ASEAN is to be concluded. The achievement of the two goals is not easy for ASEAN. Meanwhile, some ASEAN member states such as Myanmar, Thailand and Indonesia also face a series of political and economic issues, which will distract their attention. Under such circumstance, the building Silk Road Economic Belt and 21st Century Maritime Silk Road is of positive significance to the establishment of ASEAN Community and negotiation on RCEP. 

He also said China and ASEAN has reached consensus on upgraded CAFTA, and the wider opening of markets to each other and closer economic ties are important parts of One Belt and One Road. China and ASEAN shall create industrial chain that complement each other and improve its value. China, on its part, will increase investment in ASEAN and export from ASEAN, so that mutual benefit can be achieved. 

Mr. Xu said the two sides must well handle eight major relations in the building of One Belt and One Road: 

Appropriately handle the relationship between long-term interests and mid-and short-term benefits. The mid-and short-term interests must be subjected to and serve the long-term interests. 

Appropriately handle the relationship between major creativity and existed mechanism and give full play to the established regimes and mechanisms. Appropriately handle the relationship between political, economic and cultural cooperation. The three fields shall be promoted at the same time. 

Appropriately handle the relationship between bilateral, sub-regional and multilateral cooperation. The bilateral cooperation between provides a solid basis for multilateral cooperation. 

Appropriately handle the relationship between China and other countries. The initiative of One Belt, One Road is a strategy of China’s reform and opening up and will in turn promote the adjustment of Chinese industrial structure. 

Appropriately handle the relationship between Road and Belt. Silk Road Economic Belt and 21st Century Maritime Silk Road shall reinforce and complement each other in Chin’s economic development. 

Appropriately handle the relationship between countries within and outside the region and balance their development needs.
