China-ASEAN Business Community Jointly Issue an Initiative against the Epidemic

On February 20, the national industrial and commercial organizations of China and ASEAN countries jointly issued an initiative to prevent and control the COVID-19, and make a contribution to protect the health and safety of the people, promote bilateral economic and trade exchanges, and boost economic growth of the countries in the region.

The “Initiative” was proposed by China-ASEAN Business Council, and was jointly issued by 79 Chinese and ASEAN organizations, including  China-ASEAN Business Council, China Entry & Exit Inspection and Quarantine Association, China Communications and Transportation Association, China Electricity Council, China Machinery Industry Federation, China Building Materials Federation, China Petroleum and Chemical Industry Federation, Singapore Business Federation, the Union of Myanmar Federation of Chambers of Commerce and Industry, Lao National Chamber of Commerce and Industry, National Chamber of Commerce and Industry Brunei Darussalam, Indonesian Chamber of Commerce and Industry China Committee, Malaysia-China Chamber of Commerce, and Philippine Silk Road International Chamber of Commerce. The initiators jointly stated that they would work together to overcome the difficulties and strive to reduce the economic losses caused by the epidemic.

The “Initiative” stated that “Strengthening epidemic surveillance and economic exchanges are not antithetical, which can be dealt with well through contingency and detailed measures.”

The “Initiative” suggested that “Enterprises of the two sides should, in accordance with changes in the situation of epidemic prevention and control, proactively formulate business response strategies in a timely manner, maintain long-term business partnerships, and innovate ways to develop economic and trade cooperation in epidemic prevention.”

As of 17:00 on February 21, 161 confirmed cases of COVID-19 infection were reported in Southeast Asian countries, including 84 cases in Singapore, 35 cases in Thailand, 22 cases in Malaysia, 16 cases in Vietnam, 3 cases in the Philippines, and 1 case in Cambodia. Of the 161 cases, 75 have been cured, including 34 in Singapore, 15 in Thailand, 15 in Malaysia, 9 in Vietnam, 1 in the Philippines, and 1 in Cambodia.

Xu Ningning, Executive President of China-ASEAN Business Council said that in the past 20 days or so, Southeast Asian countries have implemented increasingly stringent epidemic prevention and control measures. First, attach great importance to it. Some countries have set up national level special prevention and control organizations, convened emergency meetings, and formulated and implemented response plans. Second, strengthen communication and cooperation with China and international health organization and ASEAN countries to jointly respond to the epidemic. Third, strict control of personnel exchanges with affected areas. Fourth, strengthen surveillance of the epidemic. Fifth, donate money, goods and materials to support China’s prevention and control of the epidemic. Sixth, strictly punish those who spread fake news and comments. Seventh, take corresponding measures to boost economic growth.

Xu Ningning said that strong wind reveals the strength of grass, and a friend in need is a friend indeed. China's close cooperation with Southeast Asian countries is demonstrating confidence and ability to win the battle to prevent and control the epidemic.

Full text of the “Cooperation Initiative on Prevention and Control the Novel Coronavirus Virus (COVID-19) for China-ASEAN Business Community” is as follows:

China and ASEAN countries are friendly neighbors and important economic and trade partners. At present, the epidemic of novel coronavirus (COVID-19) has spread to some ASEAN countries, posing great challenges to public health security and socio-economic development in the region. As a result, the two sides attach great importance to each other and are concerned about each other, and are strengthening cooperation on prevention and control through various measures. The China-ASEAN Business Council thanks ASEAN business community for their support and assistance to China's prevention and control work.

The prevention and control of the epidemic is urgent and of great significance. It has a bearing on the health and safety of the people in the region and bilateral economic and trade cooperation and economic growth of each ASEAN countries. Therefore, we jointly propose:

1. The two sides should strengthen communication and coordination at the policy level and the medical professional level in prevention and control work, and should work together with confidence and rationality to scientifically prevent the epidemic and win the fight against the epidemic.

2. The two sides should strengthen cooperation in coping with the epidemic economically, guide and support the business activities of enterprises during the epidemic prevention and control period, ensure unimpeded flow of goods and materials, and strive to reduce economic losses caused by the epidemic.

3. While doing their best to prevent and control the epidemic, the two sides should try to make sure that economic activities such as trade and investment that sustain economic growth are not greatly restricted. Strengthening epidemic surveillance and economic exchanges are not antithetical, which can be dealt with well through contingency and detailed measures.

4. Enterprises of the two sides should, in accordance with changes in the situation of epidemic prevention and control, proactively formulate business response strategies in a timely manner, maintain long-term business partnerships, and innovate ways to develop economic and trade cooperation in epidemic prevention.

5. The chambers of commerce and industry of the two sides should strengthen cooperation in industrial chain construction, business opportunity promotion, problem research, information exchange, etc., to assist the government’s epidemic prevention work, assist enterprises in epidemic prevention management, popularize epidemic prevention knowledge, fulfill social responsibility, and play their roles in responding to crises.

We believe that, with active cooperation and concerted efforts, we can overcome difficulties and create new developments for regional economy.
