China (Dezhou) - Philippines Business Opportunities Matching Conference was Held in Manila

        On July 7, Maritime Silk Road: China (Dezhou) - Philippine Business Opportunities Matching Conference was held in Manila, which was co-hosted by Department of Trade and Industry (DTI), Philippines, China-ASEAN Business Council (CABC), Dezhou Municipal Government of China, Philippine Chamber of Commerce and Industry (PCCI), International Chamber of Commerce Philippines (ICCP) and Philippine Silk Road International Chamber of Commerce, with about 300 attendees. CABC Executive President Xu Ningning said that this Conference was a vivid reflection of the development of China-Philippine economic and trade cooperation in the past year.

        During the Conference, Dr. Francis Chua, Chairman of International Chamber of Commerce Philippines, made a welcome address, and Ceferino Rodolfo, Undersecretary of Board of Investments, Department of Trade and Industry of the Philippines, Mr. Chen Fei, Mayor of Dezhou City, Shandong Province, China, Mr. Sergio R. Ortiz-Luis, Jr., Honorary Chairman of Philippine Chamber of Commerce and Industry, and Mr. Johnny Sy, Executive Vice President of Philippine Silk Road International Chamber of Commerce, made remarks respectively. And  CABC Executive President Xu Ningning delivered a keynote speech themed as “Enhancing Industry and Enterprise Cooperation between China and the Philippines”.
        At the Conference, Karen Olivia U. Jimeno, Undersecretary for Legal Affairs and Priority Projects, Department of Public Works and Highways of the Philippines, Charito Plaza, Director General, Philippine Economic Zone Authority, Mr. Li Lianjun, Chairman of CCPIT Dezhou Branch, Mr. Liu Zongli, Party Secretary of Baolingbao Biology Co., Ltd., and Mr. Liu Feng, Chairman of Shandong Yongfeng Group Co., Ltd., made remarks respectively.
        In their remarks, ICCP Chairman Dr. Francis Chua, and Undersecretary Ceferino Rodolfo spoke highly of the development of the friendly relationship between China and the Philippines, especially the development of China-Philippine economic and trade cooperation in the past year, holding the view that there was great space for cooperation between two sides in the construction of “Belt and Road” and a brilliant future for business opportunities docking between enterprises of the Philippines and Dezhou of China. Besides, Undersecretary Ceferino Rodolfo introduced the current situation of Philippine economic development and priority industries, and pointed out that Chinese enterprises could open up a broader international market by investing in the Philippines .
        Mayor Chen Fei of Dezhou of China said in his remarks that Dezhou City came to the beautiful city of Manila for business opportunities docking full of heartfelt sincerity for expanding exchanges and enhancing friendship, and strong desire for seeking cooperation and common development. Dezhou is located in northwest of Shandong, a developed coastal province, with a total area of 10,300 square kilometers, and a population of 5.7 million. Dezhou City is a ecologically-livable city full of spirit of innovation and entrepreneurship, enjoying a long history, filled with modern civilization, and embodying the vitality of development. In the past year, Dezhou has actively promoted exchanges and cooperation with ASEAN countries, hosted the "1st Dezhou-ASEAN Industry Cooperation Forum & Opening Ceremony of Dezhou-ASEAN Project Center", established Work Group for Docking with ASEAN, singed Cooperation Plan on Docking with ASEAN with China-ASEAN Business Council, and held "China-ASEAN SME Cooperation Conference. In addition, Chinese Secretariat of China-ASEAN SME Cooperation Committee was set up in Dezhou.
        Dezhou of China and the Philippines enjoys a time-honored friendship. In 1417, East King of Sulu State in the Philippines traveled thousands of miles to visit China, and were royally received by Emperor Yongle of Ming Dynasty in every respect, but finally passed away in Dezhou due to diseases. The cemetery of Sulu King has been preserved well although it has suffered the tearing of wind and rain for six hundred years, witnessing the constant history and friendship between China and the Philippines. Nowadays, Dezhou entrepreneurs also actively seek to develop cooperation with the Philippines more widely.
        Strengthen industrial cooperation between the two sides, promote industrial upgrading
        Executive President Xu Ningning of China-ASEAN Business Council(CABC) addressed in his keynote speech that a distant relative is not as good as a near neighbor. Facing slow growth of global economy and the complex changes in international relations, it is particularly necessary to pursue development through cooperation. Jointly building the "Belt and Road" initiative, on the one hand , meets the demands for global stability and development and will bring great opportunities for development, and on the other hand, will encounter various challenges during the process of converting vision into targeted reality. To cope with this issue, countries are in need of negotiating and docking, running-in and exploring, need to innovate and get into action, need to be inclusive and work together.
        President Rodrigo Roa Duterte of the Philippines claimed in the Belt and Road Forum for International Cooperation held in May that the “Belt and Road” initiative and the Infrastructure Projects put forward by the government of the Philippines are high corresponding, the two countries see a broad space for cooperation, believed that “Belt and Road” initiative would expand Philippine-Chinese economic and trade exchanges and  benefit of people of the Philippines.
        Xu Ningning stated in his keynote speech that strengthening industry docking and industrial cooperation between the two sides as soon as possible is the inevitable choice to achieve the mutually-beneficial and win-win goal. Only in this way can new productivity force be generated, industrial development plan of the two sides be effectively connected, industrial upgrading be promoted, and more trade be achieved. Only in this way can relevant Chinese industries and businesses be encouraged to “go global”, bilateral trade structure be optimized, and two-way investment be promoted. He said that China-ASEAN Business Council(CABC) is assisting China's Dezhou city and the Philippines to pursue new development in industrial cooperation.
        Mr. Xu Ningning suggested that relevant departments of governments of China and the Philippines should earnestly implement the “Joint Statement between ASEAN and China on Production Capacity Cooperation”, formulate industrial cooperation plan and organize its implementation; should develop and implement the relevant policies to promote industrial cooperation to encourage development of industrial cooperation; should encourage business-oriented industrial cooperation, focusing on carrying out cooperation in line with their respective priorities and development level in industries that they enjoy comparative advantages, and urge the formation of industrial cluster; should focus on support and guide numerous small and medium enterprises to achieve new developments in industrial cooperation so that they can share more benefits from the mutually-opened open market.
        Mr. Xu Ningning suggested that complementary measures should be taken to promote industrial cooperation between the two sides. We should give full play of credit provided by China to ASEAN countries, Silk Road Fund, China-ASEAN Investment Cooperation Fund in the role of industrial cooperation. Strengthen industrial cooperation of the two sides in investment financing, insurance and other financial services. It is supposed to strengthen the cooperation between China and the Philippines in the areas of interconnection, logistics, science and technology, intellectual property rights, technical regulations and economic regulations, assessment procedures of standards and conformity, as well as legal advice, business consulting, accounting services, information services; industry chambers & associations of commerce should take advantage of their strong flexibility to strengthen the industry docking and cooperation, and promote the establishment of cooperation mechanisms.
        There is strong complementarity in economy and trade between the two sides, and the Philippines welcomes Chinese enterprises to come for development.
        Li Lianjun, Chairman of CCPIT Dezhou Branch, analyzed the complementarity of economic and trade between the two sides in his speech. He said that Philippine coverage proportion of light power was not large, but it had strong light which was suitable for the development of solar photovoltaic, projects of utilizing light and heat. Texas's new energy industry has a solid foundation, and the use of thermo-opticic and photoelectric technology is mature. Himin Group, Shandong Yaming Lighting Technology Co., Ltd and other enterprises hope to find partners in the Philippines on the photoelectric heat and heat utilization projects. The Philippines is improving its infrastructure facilities, and has a big demand for new materials, machinery and equipment. There are nearly twenty enterprises of new materials construction and machinery and equipment from Dezhou City which attended the Conference. Many companies investigated the Philippine market directly with the investment intention. Shandong Zhaowei Iron Tower Co.,Ltd. proposes to invest in plants to produce power and communications tower in the Philippines; Pingyuan Jieyun Shunfeng Container Service Co.,Ltd. proposed to invest in port construction in the Philippines. In addition, there is broad space for cooperation between two sides in the agricultural cultivation, agricultural products processing and agricultural machinery, electric vehicles, fine chemicals, steel manufacturing, textile and clothing, and sports equipment.
        At the Conference, Karen Olivia V. Jimeno, Undersecretary for Legal Affairs and Priority Projects, Department of Public Works and Highways introduced Philippine infrastructure construction opportunities. Charito Plaza, Director General, Philippine Economic Zone Authority introduced investment environment and preferential policies of Philippine Economic Zone, and welcomed Chinese enterprises to participate in Philippine infrastructure construction, and to invest in Philippine Economic Zone.
        The signing ceremony and docking exchange was held during the Conference. The Conference was of good atmosphere, showing positive wishes for cooperation between two sides.
