The Forum on “Combating the Pandemic: China-ASEAN Economic and Trade Cooperation” was held

On April 8, the forum on "Combating the Pandemic: China-ASEAN Economic and Trade Cooperation" was held. Xu Ningning, executive president of the China- ASEAN Business Council, said that strengthening bilateral economic and trade cooperation is an important measure to overcome the pandemic. Representatives from China and relevant countries in ASEAN discussed the promotion of economic and trade cooperation and the joint fight against the pandemic through video conference.

Presiding over the meeting, Xu Ningning, executive president of the China- ASEAN Business Council, said that, at present, the ASEAN countries are implementing increasingly stringent measures to prevent and control the epidemic according to its national conditions, including: "lockdown", "closing the island", implementation of action restrictions, the Emergency Law, national social isolation, large-scale social restrictions, declaration of "national emergency" and suspension of all entry, etc; At the same time, economic input in the prevention and control of the epidemic is also increasing.

Xu Ningning pointed out that, recently, ASEAN countries have implemented economic supporting policies to cope with the epidemic, including fiscal, tax and financial policies, policies to support small and medium-sized enterprises, labor and human resources policies, and policies to provide subsidies to industries affected  by  the epidemic, so as to reduce the economic and social disasters caused by the epidemic. Recently, the central Banks of major southeast Asian countries have jointly stated that they would step up coordinated efforts to boost economic growth.

Xu said the number of confirmed cases in some ASEAN countries, such as Indonesia, Malaysia, the Philippines, Thailand and Singapore, is still on the rise. However, in general, as of 21:00 on April 7, the number of confirmed cases in the ten ASEAN countries accounted for only 1.1% of the total number of confirmed cases in overseas countries (that is, countries other than China), with the cure rate higher than the overseas average and a mortality rate lower than the overseas average.

Xu believes that if series of pandemic prevention and control measures of ASEAN countries can be effectively implemented to prevent the importation from outside and the spread from inside, the ASEAN region (except for very few countries) is expected to be the first region in the world to get out of the epidemic. However, people in some ASEAN countries will celebrate some important festivals such as Eid al-Fitr and the New Year of the Buddhist calendar, exposing them to the risk of spreading the virus caused by the movement of people.

Xu Ningning said that China and ASEAN countries are not only friendly neighbors but also important economic and trade partners of each other, sharing a common destiny. Since the outbreak of the epidemic, the two sides have cooperated and supported each other to overcome the difficulties and are actively working together to prevent and control the epidemic. In the first two months of this year, ASEAN has historically become China's largest trading partner. Strengthening bilateral economic and trade cooperation is an important measure to defeat the epidemic of COVID-19.

Xu believes that it is very necessary for the two sides to strengthen synergy, coordination and cooperation in their respective economic measures to deal with the epidemic. The joint efforts of China and ASEAN countries to build The Belt and Road Initiative should be combined with the fight against the epidemic and implement targeted, innovative and meticulous cooperation. Fighting the epidemic should be the top priority of the joint efforts of the two sides to build The Belt and Road Initiative this year. We shall step up the formulation and implementation of economic countermeasures against the epidemic at the government, chamber of commerce and enterprises levels, and carry out cooperation in finance, transportation, customs, inspection and quarantine in light of the special situation of epidemic prevention and control.

Xu pointed out that the impact of the epidemic on the economies of China and ASEAN countries depends not only on the duration of the global epidemic and the changes it brings, but also on the effectiveness of the prevention and control measures implemented by China and ASEAN countries themselves, including the degree of mutual cooperation.

In the cooperation between China and ASEAN countries to fight against the epidemic of COVID-19, Chinese enterprises are promising. Xu suggested that relevant Chinese enterprises that have entered or plan to enter ASEAN countries should try their best to help when the ASEAN countries are in urgent need of epidemic support, so as to lay a solid foundation for the post-epidemic development in ASEAN countries.

Xu said that the severity of the epidemic in ASEAN countries varies, and the impact of the epidemic on different industries is different. Therefore, enterprises of both sides can adjust their business strategies to carry out cooperation, such as cooperation in agricultural development.

Xu said that 2020 is the year of China-ASEAN digital economy cooperation. During the current joint fight against the epidemic, the two sides should actively explore the implementation of cooperation in e-commerce, online telemedicine, online trade in anti-epidemic materials, and online business opportunities, so as to open up new space for cooperation and development, and jointly build a digital silk road.
