China-Laos has established an unbreakable relationship

In October this year, Thongloun Sisoulith, General Secretary of the Lao People's Revolutionary Party and President of Laos, pointed out that Laos and China are linked by mountains and rivers, and more importantly, the two countries have had a tradition of fraternal and friendly exchanges since ancient times. In recent years, the unbreakable relations of friends, comrades and brotherhoods between the two countries have continued to develop.

Xu Ningning, Executive President of the China-ASEAN Business Council and Chairman of the RCEP Industry Cooperation Committee, said that in 2009, China-Laos relations were upgraded to a comprehensive strategic cooperative partnership. In 2019, the two countries signed the Action Plan on Building a Community with a Shared Future between China and Laos. At present, China is Laos' second largest trading partner and largest exporter, and is Laos' largest investor. The close economic and trade relationship between China and Laos is the result of the leadership of the leaders of the two countries, the active actions of the governments, and the optimism of business opportunities by enterprises, and also demonstrates the strong complementarity of economic and trade cooperation and the vitality of cooperation between the two sides.

In 2021, trade between China and Laos increased by 21.4%. From January to August 2022, the trade volume between China and Laos increased by 23.9% year-on-year, of which China's exports to Laos increased by 35.7% year-on-year, and China's imports from Laos increased by 16.6% year-on-year.

China-Laos economic cooperation is active and fruitful, and the two countries have many cooperation projects, such as the China-Laos Railway, which has opened to traffic in 2021, the China-Laos satellite cooperation project, and infrastructure construction projects.

In July 2022, the China-Laos Cooperation Forum was held in online-onsite hybrid model. The forum was jointly sponsored by the China-ASEAN Business Council, RCEP Industry Cooperation Committee, the Lao Embassy in China, and the Lao National Chamber of Commerce and Industry, and branch venues were set up in many places in the two countries. Chinese Ambassador to Laos Jiang Zaidong, Lao Ambassador to China Khamphao ERNTHAVANH and Xu Ningning, Lao Vice Minister of Industry and Trade, and Vice President of the Lao National Chamber of Commerce and Industry delivered speeches at the meeting.

Lye Kejian, former director general of the Department of Asia Affairs of the Ministry of Commerce of China and executive member of the China-ASEAN Business Council and RCEP Industrial Cooperation Committee, pointed out when chairing the meeting that the meeting is conducive to enhancing bilateral cooperation, jointly coping with the current international situation and unfavorable factors in the global economy, jointly developing business opportunities for cooperation between the two countries, and promoting common development.

Regarding the current promotion of economic cooperation between China and Laos, Xu Ningning put forward three suggestions:

First, focus on the construction of a community with a shared future between China and Laos. In light of the concerns of both sides, we should carry out detailed and practical cooperation, and inject impetus and vitality into the development of bilateral relations with the results of cooperation.

Second, efforts should be made to develop the economic and trade complementarity of the two countries. In accordance with China's "dual circulation" economic development measures, Laos' current economic situation and development needs, and with the help of new opportunities brought by the opening of the China-Laos Railway, the effective implementation of RCEP, and the development of the Lancang-Mekong Cooperation, the two sides will step up industrial and industrial docking cooperation.

The third is to focus on mobilizing multiple parties to participate in cooperation. Give full play to the enthusiasm and creativity of cooperation between provinces and cities, business associations and enterprises of the two countries.

The China-ASEAN Business Council and RCEP Industrial Cooperation Committee are maintaining close contacts and exchanges with the Lao Embassy in China and other relevant Lao institutions to jointly promote China-Laos economic and trade cooperation.

In November 2021, Xu Ningning met with the Lao Ambassador to China to talk about the cooperation opportunities brought about by the current economic and trade cooperation between the two countries and the upcoming implementation of the RCEP agreement. The China-Laos Railway was opened to traffic on December 2, 2021.

In 2021, Xu Ningning met with Phoutsawanh Khounchantha,  the outgoing Commercial Counselor of Embassy of Lao PDR in Beijing, and the new Commercial Counselor Khouanchay IEMSOUTHI to discuss the current situation of China-Laos economic and trade cooperation, the development of cooperation between the two countries in RCEP, and the recent trade and investment status of enterprises of both sides in the fight against the epidemic.

In 2020, then-Lao Prime Minister Thongloun Sisoulith attended  and deliver a keynote speech at the China-Lao Entrepreneurs Symposium during his visit to China at the invitation of Premier Li Keqiang. The symposium was co-sponsored by the China-ASEAN Business Council and Embassy of Lao PDR in Beijing, and Xu Ningning and others delivered speeches. Before the symposium, Prime Minister Thongloun Sisoulith met with Xu Ningning and others.

In 2007, a reception to commemorate the 40th anniversary of the founding of ASEAN was held in Beijing, attended by then Chinese Foreign Minister Yang Jiechi and envoys from the ten ASEAN countries to commemorate the 40th anniversary of the founding of ASEAN. Xu Ningning and the then Lao ambassador to China met at the reception.
