On December 13, 2021, the Theoretical Learning Center Group of Huaihua Municipal Party Committee held a collective study. Xu Ningning, Executive President of the China-ASEAN Business Council and Chairman of the RCEP Industry Cooperation Committee, and chief business expert on China-ASEAN relations, gave a special report.  Lei Shaoye, Secretary of the Municipal Party Committee hosted the report. At the report, Li Chunqiu, Deputy Secretary of the Huaihua Municipal Party Committee and Mayor, presented Xu Ningning with a letter of appointment as a consultant to the Huaihua Municipal People's Government.
